Disable with tooltip paying user features #830

For managed wallets, we want to only enable certain features like auto top-up and api keys for paying users. Instead of hiding the feature entirely, we want to grey/disable it and show a tooltip mentioning that the feature is only possible if you buy credits.

Features for paid users only

Api keys
Auto top up
- Currently is enabled for non paying users, need to remove the ability and fix tests
