Move from faster-xml to Effect schema's built-in codec?

Does that exist in Effect 4 now?

As far as I know Effect v4 only has an XML encoder, and not a decoder. But the fast-xml-parser package itself also turned out to be quite slow when we benchmarked it against other libraries, this one was quite a lot faster: https://www.npmjs.com/package/@rgrove/parse-xml
