need to implement a DEBUG env var to expand on tracebacks

Because tracebacks are eaten up by default, and there is no way to expand them when debugging/developing. It would make sense to implement it similarly to: https://github.com/ceph/ceph/blob/master/src/ceph-volume/ceph_volume/decorators.py#L64
