InnovationFlow on space + limits

Description

As a space admin I want to be able to control the tabs on a space, as well as the descriptions on the tabs

Acceptance criteria

• Update all L0 space innovation flows to have exactly four states, matching the names + text as currently used on the Space layout
• Update the innovation flow entity to have a minimum and maximum number of states
• Logic related to innovation flows to check for the states min/max when updating it
