Masking for time-input.tsx instead of free-form

Up for consideration, perhaps not worth the complexity. Something like https://intentui.com/docs/components/date-and-time/time-field

Why is this feature useful?

Better UX, less confusion about format.

So the time input field we currently have was designed to allow users to input in any time format and even natural language, e.g. "1 pm", "13:00", "now", "in 2 hours".

I've thought of using a mask input, but the UX didn't feel right for me personally.

At some point in the future I might look at how to make the current input more intuitive.
