Proposal: publish ADBC Node.js Driver Manager under @apache-arrow npm scope

ADBC (Arrow-native Database Connectivity) is a subproject of Apache Arrow.

I'm proposing to publish the Node.js Driver Manager on the npm registry at @apache-arrow/adbc-driver-manager.

This makes the Arrow/ADBC relationship clear to JS developers and establishes a consistent pattern for future packages. Do any arrow-js maintainers have concerns about this name?

Also, currently @apache-arrow is not a proper npm scope or organization. Is it worth formalizing @apache-arrow as an npm scope?

Could you elaborate on this? IIRC it was set up as an npm org (here), and this is what I see in the npm dashboard:

Oh! Looks like I just overlooked that. That works.

I will put up a PR for apache/arrow-adbc#4051, but will need someone to assist with the CI/CD env and credentials.
