[C++][R] More robust `libtool` checking

### Describe the bug, including details regarding any error messages, version, and platform.

Our checking to avoid GNU `libtool` in cmake needs to be updated to be slightly more robust, e.g. allowing the following:

```
/usr/bin/libtool -V
Apple Inc. version cctools_ld-1266.5
```
