Code Review

This pull request adds a trigger file IO_Delta_Unit_Tests.json and updates the autolabeler configuration for Delta Lake I/O. However, the corresponding GitHub Actions workflow file is missing, which is required to complete the implementation of the Delta Lake I/O unit tests runner.

Important
