Duplicated iptables rules in Secondary Storage VM

when mgmt server is restarted, the iptables rules for internal allowed sites are inserted again.

This issue is observed in 4.17, 4.18 and main.
It can also be reproduced by "systemctl restart cloud" in ssvm
