• Upload artifacts to the SVN dist repo

• Publish artifacts to SVN RELEASE branch

• Send the announcement

PRs I'd like to see in the 0.9 release:

If possible, this would be cool to get #2176 in.

The remaining optimizations in #2172 (caching OpenDAL operators, caching Parquet metadata) likely need more discussion and refinement, but #2176 is a minimal refactor.
