Minimal reproduce step

An OOM exception occurred while the broker was writing messages to the bookie.

nsemble size=2
write quourm size=2
Ack quorum size=2

Sending 4MB sized messages
bin/pulsar-perf produce --size 4194304 --num-messages 10000 -threads 10 test-string2
