plu and prep tenses

In 8b6e805 a number of new tenses were added, which don't seem to be standard. Some of the negative forms look regular, others not. We should discuss tag names and how to organise the lexica.

I've done a bit of simplication in 8ecbe54 .

The tag <prep> is confusing—it's too easily confused with <pr> imho.

Kazakh and Kyrgyz both have past imperfect/habitual paradigms, and used <pih> for them. I forget where this form came from, but I think it's based on something elsewhere in Apertium.
