Restore filter in library and boards manager view between app stop/start #1398

IDE2 should remember the query, type, and topic (where applicable) filters between app stop/start cycles.
Describe the current behavior
IDE2 does not restore the widgets. No query is specified. Hence, all items are visible in both widgets.
