I'm not sure why, but sometimes the data returned from the api after a request is created does not have the "quoted_ware_refs" value on it. the property may exist, but it's an empty array. a search for the request in postman however, returns the value. this problem has existed for some time now, but it's intermittent so I thought it was just a fluke. this ticket is to determine if there is actually an underlying commonality that can be fixed.
in the meantime, a work around was instituted in the above pr.
