Get cluster name for EKS with Fargate 

Gateway-api requires CLUSTER_NAME to be set in env variable, or can be obtained from EC2 metadata.

EKS can also run on fargate, we need to explore options how to obtain EKS cluster name when we run on Fargate, if environment variable is not provided.
