Given a requirement, regardless of how many keywords it contains, the reporter won't complain when different annotations of that requirement coexist.
This would mess up the stats, and it's not easy to pinpoint the requirement. I could understand that there is a good reason to allow this, as it does make sense sometimes. So maybe a warning or some kind of notice to help identify the requirement?
