[Feature Idea] Option to mark a comment as feedback or a "question"

So I know I can customize the plan rejection message in the config file, but it would be nice to have a way to tell the agent in the feedback message if a feedback item is a true question or general feedback that requires it to update the plan (or document).

Sometimes I really just want to ask "why did you choose x instead of y" and it is a real question, not rhetorical.

I don't have a great idea of what this should look like in the UI. Maybe a "question only" button that can be toggled on or off on the comment pop over?

If anything, this is something to ponder. As it could start a slippery slope of scope creep or be clunky or awkward.
