The root cause is that, when the user clicked "File", Legal API created a draft but failed to create a payment (likely due to an environmental issue), and no error was shown to the user, so the user clicked "File" several times.

Once the environmental issues are fixed, a PBO can be filed correctly. The PBO is not supposed to be resumable. What is shown in the To Do list is correct. You can delete each incomplete draft.

In this ticket, filing errors should be reported to the user (to discourage them from creating many drafts).
