[RETEST] Not able to file VD for the newly imported companies for early adopters.

Describe the bug in the current situation
When the user tries to file a VD for the company that has been imported from Colin, a 401 Unauthorized error shows up before redirecting to the Edit UI.

Steps to reproduce the behavior:

1. Go to 'https://test.business-dashboard.bcregistry.gov.bc.ca/BC1196188/'
2. Log in as staff
3. Try to file a VD
4. See error

@riyazuddinsyed to retest and see if the issue is still happening. Mihai tested and it worked for VD filing

Thor says his environment fix (for HTTP 500 seen yesterday in Dev when creating bootstrap filings) is probably unrelated to this issue.

Therefore, if a re-test fails then this ticket needs to be prioritized and investigated.

Not sure what the issue was @riyazuddinsyed but I was able to file the voluntary dissolution just now.
