Describe the bug in the current situation
When an Alteration is filed for the imported companies, then the NOA doesn't show the Director Info.

Steps to reproduce the behavior:

  1. Go to 'https://test.business-dashboard.bcregistry.gov.bc.ca/BC1321111' - BC1321111
  2. Log in as Staff
  3. Download the NOA for the filed Alteration
  4. See error

This is due to trying to retrieve versioning data for directors which does not exist for tombstone corps.

We will need to come up with a general approach to retrieving versioning data for tombstone corps where it's required.

This has been tested in Dev and verified to be returning the expected office & director info.

To test this, use BC1321111 in Dev.
