Add Root README.md for JobMiner

Description:
The repository currently does not have a README.md file at the root level. This makes it harder for new contributors and users to quickly understand:
What the project is about,How to install and run it,Example usage.
Adding a proper README.md will improve the repo’s visibility, accessibility, and contributor experience and moreover it will Improves onboarding for Hacktoberfest contributors and Easier for new users to run scrapers and add their own.
I can take this up and open a PR with a well-structured README.md.
