Documentation for cookiecutter

Commit ac21e8e added the cookiecutter template, but we don't currently provide any guidance to users on what it is or how to use it.

I just went through this and had to figure things out. I can give adding docs a shot. Should this be part of the README?

@DeveloperPaul123 are you still willing to work on this? I think this should be separate from the readme -- it might even belong over in the beman repo here: https://github.com/bemanproject/beman/tree/main/guidelines where we've been keeping some howto's?

The main thing we need is the writeup. To me there's a lot of questions about the best practice. Like when I've been running cookie cutter the tree goes into a new directory -- but then I need to do a bunch of git wrangling to overlay the original repo with the new stuff. Maybe there's some trick I'm missing, but that's manual bc the directory names change down include and src. Then remove the cookie cutter directory. And don't forget to delete the cookie_cutter.yml pre-commit check! And well there's more, but I have a PR to fix a couple of pain points.
