make the implementation constexpr and add tests

This could be a bit tricky to test at the moment given that compiler support for constexpr exceptions during const evaluation probably isn't available.  So this might have to be done later. We could simply add contexpr to the api for now and leave the testing as a separate issue when the compiler support shows up.
