please migrate under the beman project

Since utf_view depends on this it would be better if this repo was over under the project itself. It could also be called out in the website matrix. This is pretty simple to do -- you simply use github to transfer the repo. You still have all the same rights, but you've got a few friends backing you up and keeping things up to the latest CI, examplar requirements, etc.
