Shift + Arrow doesn't work as expected

Describe the Bug/Issue

Normally, in a textbox you can use shift + arrow keys to select text (e.g. in Visual Studio Code). This doesn't work -- cursor interprets this as just the arrow key.

Between which OS devices is this issue occurring? I tried replicating this with my setup but Shift + Arrow works as expected (in VSCode and others) and expands/reduces text selection based on arrow keys used.
