cmake 3.13 required version for building gRPC

Apparently grpc building requires cmake 3.13 or later (https://grpc.io/docs/quickstart/cpp/).

When installing on my server with default apt-get version <3.13 of cmake gRPC would not install properly and gs++ builds would fail.

Should we update to: `cmake_minimum_required(VERSION 3.13)`?
