Expose SUMO fastest/closest route choice

Properly expose different route choices to SUMO module, fastest, closest etc. This also means exposing if people should route as if the network is empty or take into account current state, as well as re-routing during waiting (impatience, locally fastest kind of thing as Arthur did).

Added destination closest (Euclidean distance) and some other options for evacuation groups, but still need to expose SUMO routing choice
