Fix Oscar cronjob that runs syngularity_sync

The job was initially set up by @broarr. The cronjob is set up under a service account that we need to search in tickets. If I remember correctly, errors may have been due to environment variables (cron is funny that way)... or maybe Brad had tried the parallelization? We'll need to ask him

I think it was a combination of paths and environment variables that caused things to go south. I did try the parallelization, but I think I reverted it. It's been a while since I've looked at this. I'll check my notes from last year (the year before?)
