Change release tag of docker image match the name of the release

At the moment we get the tag from the version of xnat in the docker compose. I think we should use the tag of the release as, we may want to have additional modifications to the same version of xnat (say if we change from ldap to openid).

This way instead of overwriting we create a new tag
