A system to re-draw for the remaining prizes

Some people will no-show or leave early so we need a system to re-raggle the things they won

For clarification only the latter is applicable here. No-shows aren’t a part of the checked in CSV that we use. But leave earlies are a legitimate issue that we need to address.
