Implicit undeclared dependency on Dist::Zilla::Tester

A number of tests in this distribution use this pattern:

    $ENV{ DZIL_RELEASING }  = 1;

    my $tzil = Dist::Zilla::Tester->from_config(
        { dist_root => 'test_data/Bundle' },
    );

The Dist::Zilla::Tester statement of which relies on the implicit loading of that module in Test::DZil.

Future Test::DZil may avoid loading this module until it is entirely necessary, leaving this code broken.
