Publish the interfaces to `charmlibs.interfaces`

The relation interfaces specification and libs are gradually being migrated to [`charmlibs.interfaces` repo](https://github.com/canonical/charmlibs/tree/main/interfaces). 

We'd want to onboard the object storage integrator relation interfaces and the lib to this place.
