Update Device Configuration and Device Registration models

Right now in CAMS, connection details (like BLE address) is stored in a device configuration. However, this should rightly be stored as device registrations and then registered properly in the deployment service. This is related to the discussion in #547.

Things to look at:

• Model device registration for known devices (e.g., as BLE device registrations)
• Update device configurations to not hold runtime info (but still keep configuration info like API keys)
• Implement runtime behavior to re-register devices in the deployment service and keep local copy updated.
• Support re-connect using pre-registred registrations
