ER - clicking on cluster alert icons is bad UX

when u see teh cluster alert icons they are layered on top of each other, u can barely click ones behind others. When u click, it should animate the list so they slide and spread out from each other and present themselves, when u click away, it should return to its original position.

Hmm, though I'vent found a good reason/ux flow to re-position the groups after clicking away, gotta think on that if we need that or just let them regain position if that page rebuilds like in case of log-out -> log-in.
