[Testing] fix MLAR tests on Dev #2434

Currently the MLAR tests are not working on Dev since the test data is different than it is on prod. We should make the default case on Dev:

      name: 'FRONTEND TEST BANK'
      institution: isDev(HOST) ? 'FRONTENDTESTBANK9999'
