Debug panel doesn't resize, input problems.

The debug panel, when activated, will not respond to clicks when it's been resized. The resizing stretches the viewport with the map.

Additionally, the dropdowns fill the screen.

In progress in #6 progress. Problem was caused by using a window instead of a viewport. Screen Viewport made and the scaling is correct now, with the proper resize updates.
