wsdd.service : failed to load environment files

I encountered the message: Job for wsdd.service failed because of unavailable resources or another system error. See "systemctl status wsdd.service" and "journalctl -xe" for details.

I received this error after running the command line sudo systemctl start wsdd which was the second to last step in the procedure outlined at https://bugs.launchpad.net/ubuntu/+source/samba/+bug/1831441

journalctl had this to say:

Then I ran systemctl status wsdd.service and saw this:
