publish spec validator as npm package

To include the spec as a dependencies in projects such as the spatial data package platform a published and versioned npm package would help with aligning implementation and spec.

By the way, I would change the focus to "publish spec validator as npm package". Publishing just the spec as the title currently implies does not make much sense.
