Description of the bug

As the title says, if the Almayer is in any step? of FTL, the shuttle cannot dock, spamming admin logs. It cannot dock even if the Almayer crashes. Shuttle-manipulator does not help.

What's the difference with what should have happened?

Shuttle should either blow up or be able to land I dunno

How do we reproduce this bug?

1. send an ERT during hijack
2. If FTL is happening, they will not be able to dock

As far as ERTs - not really a bug? Needs admin intervention to deal with those clients that shouldn't have been put in a shuttle in the first place. Let me know though if theres some way to in game trigger a distress signal ERT that needs to dock and all docks are disabled though.

I'm not able to reproduce this scenario normally w/ a dropship re https://discord.com/channels/150315577943130112/745447048261795890/1481585533917593693. It has to be some specific timing where either the shuttle's destination == previous or the destination is not a docking port on the almayer in that moment so it doesn't think the shuttle was coming.

Regardless in 66df1bc shuttle manipulator can now always manipulate and in 5a03e21 it will just null their destination if they fail to dock 5 times so it ends up in infinite transit w/ engines recharging
