Fix linting to get CI to pass

The following directories need to be updated to pass pylint and enabled in CI:

• utils - Add attr-rgx to pylintrc files #460 + Fix linting on delphi utils #465
• changhc - Refactor CHC to use smoothing utils #431 + Add attr-rgx to pylintrc files #460 + Fix linting on CHC #463
• claims hosp - Refactor claims_hosp to use smoothing util #433 + Fix linting on claims_hosp #462
• googlesymptoms Fix linting for google symptoms #455
• nchs mortality Fix linting for nchs #454
• quidel - Get quidel to pass pylint and enable CI #563
• usafacts - Refactor Usafacts to use smoothing utils #429

some of these will be fixed by the smoothing refactor, since those modules are throwing errors
