Adds a suite of end-to-end tests using the Playwright framework. This runs the epivis in a simulated Chromium browser and tests the following:

  • the web-app loads successfully
  • all public signals are correctly loaded (with several tests for COVIDCast in particular)
  • the introductory Svelte tour, shareable link feature, autofitting, and randomized colors all work correctly

Also includes a GitHub Action that, for the time being, runs the tests on every push.

This PR is dependent on #76 and currently based on its branch.
