Add a job to CI that checks for modified tracked codersdk resources

We should add a job to the coder/coder CI that checks if tracked types in the codersdk have been modified. It should open an issue and assign it to PR author if it does.

The main intent is to keep contributors informed that there are additional dependencies when modifying the API that must be addressed.

We should probably look into an autogenerated provider that opens a PR for every change to codersdk.
