skip header and shorter text

I was wondering if it is possible to skip a header that you don't want to be taken up into the table of contents.
Can I put something in the html header element I want to be skipped?

Also I was wondering if is possible to have a shorter version of a header text in the table of content then on the page.

I saw these two functionalities in this toc version:
https://afeld.github.io/bootstrap-toc/
But find it easier to work with yours and thought maybe the funtionality is already in yours that I don't know of.
