Remove Windows hot reload workaround

Basic Information

Hot reload in a devcontainer running on Window doesn't work without webpack polling, which has an insane amount overhead (see the next config). Track the two issues so I can eventually remove the hack.

The other option is to tell Windows users to install WSL 1 instead of 2

With Next 15 being released, could look into whether the CPU usage is any better when using turbopack. Could also investigate compatiblity with running the repo in WSL since people had issues with that last time
