The people at [tus.io](https://tus.io/) announced last year that they are working on an official RFC for HTTP. You can read the announcement [here](https://tus.io/blog/2023/08/09/resumable-uploads-ietf). This is great news. It will take a long time to make it an official standard but it will benefit everyone in the long term.
