Add `config.toml` / `connections.toml` info to Snowflake resource

Some Snowflake CLIs and connectors use connection parameters stored in a Snowflake-specific config.toml or connections.toml (which is not the same as the ADBC connection profiles TOML file). Add this to skills/adbc/resources/drivers/snowflake.md.
