Execute test on MacOS ARM64

Follow up from https://github.com/container-tools/kind-action/issues/21

Current M1 (and M2) MacOS ARM64 architecture don't support nested virtualization. It will be added by apple on M3 processors. 
Github action os has been set to macos-13 until it is available.
