Make it possible to shove slabs and stairs inside copycat blocks

Someone named @plas161 in discord find out that with /setblock you can shove almost any blocks inside copycats so please make this a feature. It gonna improve train detail so so much

That would lead to bug reports due to the blocks looking screwed up, make a datapack to allow these placements.
