[Feature] Allow stacking Layers and Slope Layers

I've been using copycat slope layers to add skylights to my roofs, though I've hit a snag when trying to do so with shallower roof designs:

If possible, I'd like to be able to stack layers and slope layers in the same block to be able to build flush skylights, as well as shallow ramps.
