FR: "Enable / disable all" for matrix fields

Following the addition of the "Expand/collapse all" option for matrix fields it would be good to also have an option to enable / disable all.

Admittedly it's a less frequent use case for content editors but as a developer I find it useful to disable all blocks so I can isolate a specific one to work one.

We're currently using the "Batch Actions" plugin for this but it would be good to have it natively, seeing as the expand / collapse all is now native.

Just to add, I appreciate you can shift-click to select multiple blocks and disable like you could previously to expand/collapse all so it is a small point more for consistency really
